If this is purely about PvP leadership energy, the ranking is hard not to start with:

1. Lord Shaxx 2. Saint-14 3. Lord Saladin

That is not a knock on Saladin. It is just hard to compete with the combination of volume, theatricality, and permanent Crucible identity that Shaxx brings.

1. Lord Shaxx

Shaxx is still the clearest face of Destiny PvP.

Saint-14 works because he brings weight and sincerity.

He feels less like a pure hype machine and more like a legendary figure who actually means what he says about courage, competition, and proving yourself under pressure.

Saladin is strong, but in a different lane.

He feels more severe, more disciplined, and more tied to tradition than raw match-to-match hype. That works very well for Iron Banner, but it also makes him feel slightly less universal than Shaxx.
